7.9             Cooperation with other organizations
From time to time PLCF may decide to cooperate with other organizations in joint projects, leveraging each other’s strengths.  The following guidelines apply when such situations arise:

–        The cooperating organization has a similar mission to that of PLCF.

–        The joint project has well-defined scope, duration, source of required funds, and recipients.

–        The joint project has well-defined decision-making mechanism and project change management mechanism.

–        The joint project has well-defined duties and responsibilities of the involved organizations.

–        The involved organizations have agreements on how to end the joint projects.

–        The joint project uses an accounting practice with transparency or traceability.

Internally, a joint project with another organization requires similar diligence required for a PLCF project in terms of project approval (See Section 7.5 for details).  The decision-making mechanism and the project change management mechanism in a joint project usually involve both organizations.  In no case shall PLCF lose its entitled share of decision-making in any joint project.  If the other organization chooses to rely on PLCF for decision-making in the joint project, PLCF shall do it fairly with the considerations of the interest of the other organization.
