7.9 Cooperation with other organizations – The cooperating organization has a similar mission to that of PLCF. – The joint project has well-defined scope, duration, source of required funds, and recipients. – The joint project has well-defined decision-making mechanism and project change management mechanism. – The joint project has well-defined duties and responsibilities of the involved organizations. – The involved organizations have agreements on how to end the joint projects. – The joint project uses an accounting practice with transparency or traceability. Internally, a joint project with another organization requires similar diligence required for a PLCF project in terms of project approval (See Section 7.5 for details). The decision-making mechanism and the project change management mechanism in a joint project usually involve both organizations. In no case shall PLCF lose its entitled share of decision-making in any joint project. If the other organization chooses to rely on PLCF for decision-making in the joint project, PLCF shall do it fairly with the considerations of the interest of the other organization.
