7            Rules of PLCF operations
7.1             Important considerations
The rules of PLCF operations (hereafter Rules) shall reflect the considerations of the fact that PLCF is a corporation registered in the United States, the fact that Members including Directors are not co-located, and the fact that recipients are in China and donation distribution is carried out in China. 

7.2             Election of PLCF Directors
The election of PLCF Directors takes place every four years.  The Director election process involves two steps:  1. Director candidate nomination 2. Voting by Members.

Director candidate nomination is in the form of self-nomination or Board nomination.  Self-nomination requires support of two Members without counting the nominee and the Board nomination requires support of two Directors.  Both forms of nomination should be using a standard Director Candidate Nomination Form that covers, among other information, the individual’s contributions to the development of PLCF as an organization, demonstrated leadership in PLCF activities, and sustained dedication to and excellent performance in assignments.  The Director Candidate Nomination Form shall be submitted to the Board.  The Board shall include candidates from self-nomination and the Board nomination on the ballot and shall make sincere efforts to make the ballot and the information in the submitted Director Candidate Nomination Forms accessible to all Members.

All Members have an equal vote in the election of Directors.  One-third or more of the total PLCF membership forms a quorum.  Voting follows the rule of majority among Members who cast their votes.  The Board shall allow sufficient time for Members to vote on Directors.
